China-Cambodia "Financial Officials Leadership: Chinese Experience" Training Program Held at SNAI
The China-Cambodia "Financial Officials Leadership: Chinese Experience" Training Program, co-hosted by the Shanghai National Accounting Institute (Asia-Pacific Finance and Development Institute) and Cambodia's Economic Finance Institute (EFI) of the Ministry of Economy and Finance, was held at the Institute from September 15 to 19. Nearly 30 senior female officials from over ten Cambodian ministries, including the Ministry of Economy and Finance, Ministry of Justice, Ministry of Women's Affairs, Ministry of Land Management, Urban Planning and Construction, Ministry of Mines and Energy, and Ministry of Health, participated in the training. Hean Sahib, Secretary of State of the Ministry of Economy and Finance of Cambodia, and Zhang Feng, Party Secretary of SNAI, attended and addressed the opening ceremony.
In his speech, Secretary Zhang Feng stated that China and Cambodia are ironclad friends who treat each other with sincerity and trust. The cooperation between the two countries, based on pragmatism, equality, and mutual benefit, sets a model for high-quality South-South cooperation. In recent years, guided by the strategic vision of the two countries' leaders, the building of a China-Cambodia community with a shared future has yielded fruitful outcomes. SNAI will continue to deepen its cooperation with Cambodia's Ministry of Economy and Finance and EFI, actively contributing to knowledge exchange between the two nations and implementing the important consensus of the leaders and the Action Plan on Building a China-Cambodia Community with a Shared Future for the New Era.
Secretary of State Hean Sahib mentioned in his address that SNAI has long provided capacity-building training for Cambodian officials, closely aligned with Cambodia's practical needs for economic development and public finance reform. This has effectively enhanced the policy understanding and professional capabilities of officials at various levels, playing a positive role in Cambodia's successful implementation of public financial management reforms. He expressed hope that Cambodian officials would actively engage in discussions and exchanges with Chinese experts during the training and apply the learned Chinese experiences in their future work practices.
During the week-long program, experts from the Chinese Academy of Fiscal Sciences, China Academy of Information and Communications Technology, Shanghai Industrial Transformation Development Institute, Shanghai Policy-based Financing Guarantee Fund Management Center for MSMEs, and the All-China Women's Federation Women's Studies Institute delivered systematic presentations and shared experiences on topics including China's green development and fiscal/tax policy support, digital economy development and industrial upgrading, urban planning and sustainable development, practices in inclusive finance and policy-based financing guarantees, and digital empowerment for women's development. Additionally, the Cambodian participants conducted field studies in Nantong (visiting Dasheng Group, Jingyuan Environmental Protection) and Shanghai (Shanghai Cell Therapy Group, Smart Bay Science and Technology Innovation Park), gaining first-hand experience of China's achievements in enterprise digital-intelligent transformation, green and low-carbon development, technological innovation, and urban renewal.
