Seminar on Fiscal Supervision and Budget Performance Management for Developing Countries Successfully Concludes at the Institute

From August 26 to September 3, 2026, the "Seminar on Fiscal Supervision and Budget Performance Management for Developing Countries," hosted by the Institute, was successfully held on campus. Thirty fiscal department officials from nine developing countries—South Africa, Sierra Leone, Liberia, Azerbaijan, Cambodia, Palestine, South Sudan, Mauritius, and Indonesia—participated in the seminar.

I. Opening Ceremony: Focusing on Modern Fiscal Governance, Jointly Embarking on a New Journey of Capacity Building

On the morning of August 26, the opening ceremony was held in Room 312 of Teaching Building No. 3. President Lu Wenbin attended and delivered a speech. Ms. DALIN CHHUN, Deputy Director of the Ministry of Economy and Finance of Cambodia, spoke as a representative of the participants. In his speech, President Lu pointed out that the Institute hoped to help various developing countries enhance their fiscal governance capacity by sharing experience in fiscal supervision and budget performance management. Deputy Director DALIN CHHUN expressed her gratitude to the Shanghai National Accounting Institute for its meticulous organization, noting that the theme of the seminar was highly consistent with the core issues currently facing fiscal development in developing countries, and that she looked forward to systematically learning from China's experience to provide useful references for her country's development.

II. Professional Teaching: Systematically Explaining China's Experience, Immersively Perceiving Development in Practice

Closely following the theme of "Fiscal Supervision and Budget Performance Management," and centering on the frontiers of fiscal development in the new era, the seminar set up eight thematic teaching modules. In the classroom teaching, faculty members from the Institute accounted for more than 75%. They systematically reviewed the historical context, institutional innovation, and phased achievements of China's fiscal supervision and budget performance management, and exchanged views with participants from various countries on focal issues of common concern. Among them, Secretary Zhang Feng and Associate Professor Wei Haoqiang provided in-depth analysis of China's fiscal supervision institutional system and historical experience; Associate Professor Gong Yinghua explained the overview of China's tax system, with emphasis on the structure of the tax system and tax administration practices; Vice President Zhao Min focused on China's fiscal system reform, sorting out the historical logic of fiscal management innovation and building a solid theoretical framework for the participants; Professor Zhang Hui took budget performance management as his theme and shared China's reform explorations and practical experience in the budget field; Associate Professor Zhu Dan, starting from public finance theory and combining it with China's local experience, explained the operational logic of fiscal supervision. Mr. Wallied Taliep, a participant from the South African Ministry of Finance, said that the Institute's curriculum system was complete, combining theoretical explanations with a large number of practical cases, which broke his fixed ways of thinking in previous work and benefited him greatly.

Beyond the classroom, the participants visited the Shanghai Urban Planning Exhibition Center, the China Securities Museum, the Suzhou Industrial Park, and other places, experiencing firsthand the urban construction of the Yangtze River Delta region and further deepening their understanding of the effectiveness of China's fiscal policy implementation. Ms. Gresika Bunga Sylvana, a participant from the Indonesian Ministry of Finance, marveled that during the seminar she deeply felt the development of all aspects of Chinese-style modernization, from talent cultivation to urban construction. She thanked the Chinese government for the precious learning opportunity and hoped to come to China again in the future.

III. Discussion and Exchange: In-Depth Dialogue and Exchange of Insights, Mutual Learning in Fiscal Professional Practice

During the seminar, the participants held a discussion and exchange with the Institute's Doctor of Auditing students. The two sides conducted two-way discussions on fiscal budget preparation, execution supervision, performance evaluation, risk prevention and control, and other aspects. Representatives from the nine developing countries took turns sharing their countries' practical experience in economic development and fiscal management, while the Institute's Doctor of Auditing students gave thematic presentations on the operation and practical exploration of China's fiscal supervision system. This exchange meeting was not only an academic exchange in the professional field, but also an exchange of experience. It provided a platform for international exchange and dialogue for the Institute's auditing doctoral students, and also built an important bridge for deepening practical exchanges and cooperation in the fiscal and economic fields among various countries.

IV. Successful Conclusion: Consolidating Consensus on Cooperation, Jointly Building a Bridge of Friendship

On the morning of September 3, the closing ceremony of the seminar was held. President Lu Wenbin attended the ceremony and delivered a speech. He pointed out that he hoped the participants would bring the gains of this seminar back to their own countries, apply them in light of national conditions, and help their countries' fiscal reform and economic development; at the same time, he looked forward to using the seminar as a bond to further enhance the friendship between China and various developing countries.

Mr. BELAL KAMEL MOHAMMAD DIAB, Director of the Complaints Division of the Ministry of National Economy of Palestine, and Mr. ELNUR SHAHBATDINLI, Minister of Economy of the Republic of Azerbaijan, spoke as representatives of the participants. They expressed sincere gratitude to the Chinese government and the Shanghai National Accounting Institute for their professional organization and thoughtful arrangements. They unanimously agreed that through the seminar, they not only gained an in-depth understanding of China's advanced experience in fiscal system reform and performance management, but also made friends from many countries, laying a good foundation for countries to jointly address public fiscal governance challenges in the future.

Subsequently, Mr. IBRAHIM JALLOH, Technical Assistant of the Ministry of Internal Affairs of Liberia, delivered a closing speech in his dual capacity as a graduate of the Institute and a participant in this seminar. Reflecting on his past experiences studying for a master's degree on campus from 2022 to 2024, he shared his personal feelings about returning to campus, highly praised the achievements of the Institute's international education development, and expressed heartfelt thanks to the International Education Center for its continued alumni outreach work.

This seminar, through a combination of thematic lectures, on-site teaching, and discussion exchanges, systematically demonstrated the institutional design and practical experience of China's fiscal supervision and budget performance management. In the future, the Institute will continue to leverage its platform advantages and contribute professional strength to promoting the improvement of fiscal governance capacity in more developing countries.
